Workflow publication does not have an option to publish as a tool

I noticed that others have an option to “Publish as Tool” under the API Access section! image

Users may be restricted from publishing or seeing tools due to their role within the workspace or app. It is recommended to have the workspace administrator confirm that the user has permission to use/view tools.

From the screenshot you shared, it looks like this is a chatflow. A chatflow can’t be published as a tool. Only workflows support.
