Move the problematic parameters of the OpenAI-API-compatible plugin to the connection UI

Hi. Today I tried to connect two model providers via the OpenAI-API-compatible plugin, and both got the error “max_output_tokens: integer below minimum value. Expected a value >= 16, but got 5 instead”.

It would be good to create a Max Output Tokens field in the interface. The problem is widespread and, apparently, has not been resolved.
